You're going to slap yourself for this (unless you were being sarcastic, but the link to cfbstats has them listed by Yards/G (best to worst). Tennessee is averaging 36.3 penalty yards a game. MSU is averaging 70.6. Florida is the worst with 78.4 penalty yards/G.
